ASSOCIATE DIRECTOR-TRANSPORTATION PLANNING SERVICES
SALARY: $44.08-$51.80Hourly / $91,686.40-$107,744.00 Annually

Under the general supervision of the Director of Community Development, the Associate Director for Transportation Planning Services oversees planning and other administrative activities associated with transportation systems in the Mankato urbanized area, including transit, airport, administration of the metropolitan planning organization, and multi-modal transportation. The Associate Director also supervises the transit operations and administrative staff, and provides administrative oversight of the Metropolitan Planning Organization staff.
ESSENTIAL FUNCTIONS OF THE JOB:
•Supervises and coordinates work assignments and directs information and consultation activities relative to multi-modal transportation related studies, designs, reports, and plans.
•Supervises the transit operations and transit administrative personnel and ensures the efficient and effective implementation and coordination of the city’s transit services.
•Ensures development and expansion of transit service in conformance with goals of the Transit Development Plan.
•Develops and participates in and/or leads special projects and plans related to public transit, airport, and other transportation related activities.
•Advises City officials, both elected and appointed; presents findings and serves as staff liaison to citizen advisory groups, such as the Airport Advisory Committee.
•Prepares or supervises preparation of technical studies, designs, reports, capital improvements plans, and multi-modal transportation related studies.
•Provides general administrative supervision of the Executive Director of the Mankato/North Mankato Area Planning Organization (MAPO), and assists with the preparation of reporting to the MAPO Policy Board and state and federal granting agencies.
•Coordinates with Public Works and State of Minnesota Aeronautics and Federal Aviation Administration regarding airport maintenance, operating and capital improvement grants and plans.
•In coordination with Public Works and other city departments, plans, organizes, inspects, monitors, and supervises airport operations in compliance with state and federal law.
•Manages aircraft hangar tenant leases, terminal building leases, and agricultural land leases, including marketing of spaces and overseeing updating of website.
•In coordination with Administrative Services – Facilities, schedules and supervises the use of public areas at the Mankato Regional Airport.
•Assists with the planning and coordination for airport-based community events.
•Acts as the City liaison with the fixed base operator and provides oversight of the fixed based operator agreement, including negotiating fuel services, types and levels of service, and fees.
•Prepares and submits necessary information to appropriate state and/or federal agencies for compliance with state and federal laws and regulations.
•Prepares budgets with supporting information and monitors budgeted revenue and expenditures.
•Makes formal presentations to a wide variety of groups and organizations.
•Interacts with other units of government on the local, state, and federal levels.
•Coordinates assigned committee activities, including those related to city strategic planning efforts.
•Performs physical demands and work environment requirements for this position.
•Attendance during regularly scheduled work hours and outside regular hours as necessary.
•Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.
ADDITIONAL FUNCTIONS OF THE JOB:

•Serves on a variety of committees and organizations as a representative of the division.
•Trains subordinate personnel.
•In the absence of the Director of Community Development, supervises the Department in coordination with the Associate Director of Housing and Economic Development and the Associate Director of Planning and Development Services.
•Performs other related functions as assigned or apparent.
•Bachelor’s degree in transportation planning, urban studies, geography, public administration, or related field, and at least seven (7) years of relevant full-time supervisory experience, a demonstrated ability in most aspects of transportation planning and/or related field, an ability to communicate ideas, explanations, and recommendations clearly, both verbally and in writing.
ALTERNATIVE MINIMUM QUALIFICATIONS:
•Master’s degree in transportation planning, urban studies, geography, public administration, or related field, at least five (5) years of relevant full-time work experience, supervisory experience, and a demonstrated ability in most aspects of transportation planning and/or related field.
HOURS OF WORK:
Regular working hours are typically Monday through Friday, 8:00 a.m. to 4:30 pm., and outside of regular hours as necessary.
