The Associate Transportation Planner – TDM position is responsible for performing transportation planning services for the Wilmington Urban Area MPO and the MPO’s member jurisdictions. This position is also responsible for the implementation of the Transportation Demand Management (TDM) program, known as Go Coast, and serves as the TDM Coordinator. The position will conduct planning studies for TDM activities; research, collect, and analyze data; prepare informational materials, presentations and reports; participate in public outreach and agency coordination activities; analyze and interpret federal and state law; and oversee consultant work. The position prepares for and attends staff and policy board meetings and meetings with staff from local, state, and federal agencies. The position also develops and implements reliable technical tools; coordinates and supports various committees, public outreach, and events including developing marketing and educational outreach materials. Additional duties may include oversight of consultant staff; preparing and reviewing memorandums, letters, documentation, articles, executive summaries and technical reports; drafting technical and policy recommendations related to regional transportation planning and policy; presentations to local governing bodies; and performing other duties as assigned. Supports the City’s Strategic Goal Focus Area of Supporting Efficient Transportation Systems.
This position will be responsible for implementation of the TDM strategies recommended in Cape Fear Change in Motion 2020. The primary tasks include promoting all TDM strategies to member jurisdictions, regional employers and planning partner organizations. Some of these tasks include but are not limited to:
Fostering a bicycle and pedestrian friendly culture through education and outreach opportunities
Promote carpool and vanpool opportunities in order to increase participation
Assistance in selection and implementation of bicycle share in WMPO region
Work with regional employers to establish and improve alternative work schedule and telecommuting policies
Assist members in local TDM focused efforts and initiatives
Implementation of this TDM program requires extensive public outreach and education, marketing, promotion, and event planning.
Education: Bachelor’s Degree or higher in transportation planning, urban & regional planning, marketing, public administration or a closely related field.
Experience: Minimum 1 year of related planning, marketing or government experience.
Other Requirements: Valid NC Driver’s License
Notes: Driving history check is required. The selected candidate will also be required to complete a post-offer drug screen.
Knowledge of MPO planning processes and experience with Adobe Creative Suite is preferred. Proficient in Microsoft Office Suite, strong critical -thinking and problem-solving skills. Considerable knowledge of the principles and practices with Transportation Demand Management and long range transportation planning efforts. Prior experience in public outreach and education, marketing, promotion, and event planning.
