The Community Development and Planning Department is searching for a forward-thinking team member to ensure the best use of land and geographic resources and plan resource-efficient urban infrastructures that will be long-lasting and sustainable. To be successful in this position, the successful candidate must be able to study a city’s population and current use of land through surveys, field investigations, and other research methods. Position reports to the City Administrator.

Position Responsibilities
• Provides technical expertise in the areas of land use planning, zoning code, housing development, economic development, and policy on related issues.
• Oversees updates of the City’s Comprehensive / Master Plan.
• Liaises with area agencies to work cooperatively on regional projects.
• Assists in design for parks, streetscapes, landscapes, and other municipal projects. Initial projects likely will include:
– development of design guidelines,
– comprehensive plan updates,
– zoning code updates to include mixed used development, and
– review and revision of the future land use map.
• Prepares a variety of studies, reports and related information regarding land use, new development, and redevelopment.
– Prepares development agreements,
– Reviews easements, and
– Conducts planning studies.
• Evaluates all land use applications and site plans for compliance with applicable local, state, and federal laws.
– Reviews subdivision plats and certified survey map proposals,
– reviews and approves site plans for public improvements and
– works with code enforcement to ensure compliance with zoning, floodplain, and wetlands regulations.

• Provides staff support to boards, commissions, committees and the Mayor and City Council as required and serves as a liaison to the Zoning Administrator.
• Researches and provides assistance in drafting policy for legislation pertaining to land use and development and other planning issues.
• Collaborating with
– Engineering and assisting GIS Coordination on related projects, and
– City attorney on related legal issues.
– Grant writing to secure ancillary funding to help finance major projects in the City.
– Performs other related duties as assigned.
Minimum qualifications
– Bachelor’s degree in urban design, architecture, or urban planning and at least two (2) years of experience in urban planning or an equivalency of significantly more specific planning experience.
– Working knowledge of municipal land use planning
– Experience with geographic information systems (GIS) and computer assisted design (CAD) software.
– Combination of in office and hybrid schedules based on City operational needs.
– Valid Driver’s License
Preferred credentials
– Master’s degree in urban design, architecture, or urban planning
– Membership in American Institute of Certified Planners (AICP)
– Experience with tax increment finance (TIF) districts
Knowledge, Skills & Abilities
Working knowledge of:
– principles and practices of land development design and related design standards, including architecture, civil engineering, landscape architecture, site design and development, traffic, and land use compatibility.
– neighborhood planning techniques and processes necessary to create and implement various plans of action and
– business, GIS, computer aided design systems and other propriety software.
Excellent skills in:
– project management,
– analytics and data analysis;
– time management and
– communications – both orally and in writing.
Ability to:
– generate high-quality graphics, diagrams, maps, sketches, and/or renderings
– read, interpret and apply policies, procedures, rules, and regulations
– establish and maintain effective working relationship with staff, Plan Commission, Common Council, PDC Main Street, Historic Preservation Committee, and Redevelopment Authority, other agencies, community groups, and individual citizens.
Salary
Up to $71,800

– Health Insurance: Family Plan range from $942.34 to $90.56 – Single Plan: $378.90 to $38.20

– Paid time off: Vacation, Holidays, Sick Leave: 12 Holidays, accumulate 8 hours per month in sick leave with a max of 1000 hours, one week vacation starting and maximum of 20 years of service with 5 weeks.
