Director of Planning and Development, Portsmouth, NH (pop. 22,103) Portsmouth is a beautiful New England seaside community located near the coast of New Hampshire and situated between the cities of Boston and Portland. Portsmouth is a historic seaport and popular year-round tourist destination on the Piscataqua River. Portsmouth was formerly the home of the Strategic Air Command’s Pease Air Force Base, since converted to Pease International Tradeport (including an airport) at Pease, which is a major economic driver for the greater Portsmouth area. Approximately 40,000 to 50,000 individuals work in the City on a daily basis and slightly less visit the City in the evenings. The City is inviting applications for the position of Director of Planning and Development.
The Director of Planning and Development is the administrative head of the City’s Planning and Development Department and will provide sound advice and expertise to the City Council, City Manager, other City Departments, and City Boards and Commissions, regarding local land use ordinances, major development projects, long range capital improvements planning, and comprehensive planning. The Department has nine staff members, including a Community Development Manager and five Planners. The City of Portsmouth is seeking a candidate who can work with a variety of professionals and stakeholders, someone who embraces an active citizenry and land use board members. Portsmouth is a dynamic and growing City with many complex development projects, with many stakeholders and similar to those that would be found in much larger jurisdictions. The City has a thriving real estate market, a AAA bond rating and the resources and capacity to devote to planning and developments goals and objectives. This position is appointed by and reports to the City Manager or Deputy City Manager.
Successful candidates must possess the following:
• A Master’s Degree in Planning or related field from an accredited undergraduate college or university, and seven years’ experience as a Municipal Planner or a similar background in a planning related field; with three years of increasing supervisory and administrative responsibilities.
• A valid driver’s license and ability to be bonded by an insurance carrier required.
• American Institute of Certified Planners (AICP) certification preferred. American Planning Association member preferred.
• The ideal candidate should demonstrate a desire and ability to contribute to municipal planning and development within a team environment.
