Job Description:
This Policy Development Specialist position serves under the direction of the Director of Public Outreach & Planning, along with the Bureau Director. This position systematically identifies and manages transportation planning studies throughout Maine. Studies range from small feasibility efforts involving alternatives within existing right-of-way, to new transportation facilities such as connector highways, to village infrastructure improvements.
In addition to transportation studies, this position may assist Bureau of Planning management in the development and/or oversight of planning documents, capital project cost estimating, and coordination with MPOs.
Specific tasks include:
Working with other Bureau staff to manage Planning Partnership Initiative studies and other efforts, as directed.
Working with other Bureau staff to spearhead new planning partnerships initiatives.
Working extensively with the public, diverse transportation stakeholders and all major MaineDOT Bureaus and Offices.
Working with a wide array of stakeholders to understand the need for transportation improvement requests, preparing concise Purpose and Need statements to be used in evaluating alternatives, and collaboratively preparing study scopes of work and independent government cost estimates for planning studies.
Negotiating cost sharing agreements both for planning studies and build alternatives that result from studies based on existing MaineDOT Policies and Programs
Completing multiple complex tasks on time and on budget and demonstrating excellent written and oral communication skills
To be minimally qualified for this position candidates must provide evidence of the following experience:
A nine (9) year combination of education, training and/or professional-level experience in public/business administration or a directly related area, which includes experience in policy development, analysis and implementation.
