POSITION DESCRIPTION
This is a senior level Planning position that will manage and implement the organization’s planning services section. This is accomplished by scheduling and assigning tasks and projects to planning staff in the coordinated development of federally required regional transportation plans and reports; interpreting and applying ordinances; management of, and participation in, steering and stakeholder committees; presentations to various public organizations and governing boards; and ensuring compliance with all codes, plans, policies, and standards.
TYPICAL TASKS
Supervises and directs planning staff through the development of annual work plans; planning and prioritizing projects; evaluating work and ensuring policy and procedure compliance; recommending and/or making changes and adjustments to staff completed reports and presentations; and monitoring staff performance and development.
Assists various boards and commissions by planning and attending meetings; collaborating on key initiatives; facilitating outreach to citizens and groups; providing public education; providing technical assistance, recommendations, and interpretation; and coordinating committee agendas.
Develops policy by researching and identifying trends; organizing, analyzing, and interpreting data; researching local, state, and federal regulations; working with city councils, commissions, and boards; tracking legal changes; providing training to staff; and organizing and facilitating public meeting and public outreach efforts.
Assists planning partners and members of the public with planning issues and questions by responding to questions and inquiries and providing information.
Manages projects by developing proposal specifications; developing scopes of service and amendments; evaluating proposals; recommending contracts; and monitoring consultant progress, quality control, public engagement efforts, budget, and schedule to ensure all work is completed.
Coordinates data collection and publications by creating and coordinating geographic data and maps and developing and tracking metrics.
Ensures that information is made available to the public by developing and publishing information through methods such as the WMPO website, social media accounts, and other public facing platforms.
Completes long-range planning efforts by developing, implementing, and tracking long-range plans, including, but not limited to the Metropolitan Transportation Plan, Congestion Management Process, comprehensive plans, corridor plans, neighborhood and small-area plans, and special policy plans across several areas of expertise. As necessary, long-range planning efforts are coordinated with other agencies, departments, and local member governments including FHWA, NCDOT, & WAVE Transit.
Provides technical services through the support of the development review process by providing guidance, serving on committees, providing interpretations, and coordinating major code amendment and special projects, and cross-departmental and cross-jurisdictional projects and plans.
Assists in identifying and prioritizing of local transportation planning and project needs.
Provides project development support through design review and identification of potential funding opportunities. In some circumstances coordinates efforts to complete discretionary grant applications.
Performs other related duties as assigned.
QUALIFICATIONS
Required qualifications:
Bachelor’s degree in transportation planning, urban & regional planning, transportation engineering, public administration, or a closely related field of study.
Minimum of three years of transportation planning experience, or relevant experience and education substituting on a year for year basis.
Knowledge of and experience in short and long-range planning processes
Supervisory experience or a demonstrated ability in coordinating and directing team and individual projects.
Experience in presenting technical information to boards, committees, and the public.
Experience in developing and implementing public outreach strategies for planning and education activities.
Strong critical thinking and problem-solving skills.
Project management and inter-agency coordination experience.
Proficient in Microsoft Office Suite.
Other Requirements
Valid Class C Driver’s License
Ability to work nights and weekends
Preferred qualifications:
Knowledge of state and federal transportation planning processes.
Experience with ArcGIS, TransCAD, and Adobe Creative Suite
Considerable knowledge of the principles and practices of transportation and planning
Experience with long-range transportation planning efforts to include roadway, transit, bicycle, pedestrian, and freight, etc.
Experience in planning for and implementing Transportation Demand Management strategies.
This position will require a post-offer drug screen and driving history screen.
Physical Demands: Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.
Working Conditions: This position generally requires work in an office setting.
