About the Work Unit
The Planning and Environmental Unit for the Colorado Department of Transportation (CDOT) is responsible for planning and facilitating transportation projects with Pikes Peak Area Council of Governments, Pueblo Area Council of Governments, two Metropolitan Planning Organizations (MPOs: Pikes Peak and Pueblo Areas) three Transportation Planning Regions (TPRs: Southeast, Central Front Range, and South Central), fourteen counties, and private/public partners via the Statewide Transportation Improvement Plan (STIP) and other processes. The unit coordinates with federal, state, and local agencies, assists local governments with transportation planning, and provides technical assistance for social-economic-environmental analysis, permits and mitigation. About the Position
CDOT is looking for a Transportation Planning Supervisor to represent and serve as a staff authority and expert resource in statewide planning efforts, in particular for the long-range plans, STIP, and TIP issues, PACOG, PPACG, Central Front Range TPR, Southeast TPR, and South Central TPR. Position provides complex financial analysis and reporting in support of managing the STIP program of projects for southwest Colorado. Performs a variety of Planning functions to aid in development of TIP, STIP and statewide transportation related plans. Coordinates with internal and external stakeholders and funding programs.
Your duties and responsibilities will include, but are not limited to, the following:
Facilitate the development of CDOT’s portion of the PPACG and PACOG Transportation Improvement Program (TIP) and Statewide TIP.
Work alongside CDOT staff and the planners from the PPACG and PACOG, local agencies and three Transportation Planning Regions (South Central, Southeast and Central Front Range), HQ Planning, Division of Transit and Rail (DTR) and the CDOT Government Relation Office in developing the most strategic program of projects for southwest Colorado.
Work in close cooperation with CDOT staff to serve as the region’s resource for funding and programming advice in support of transportation project delivery.
Utilize understanding of transportation funding sources and requirements to perform complex analysis of project financial data, schedules, and other pertinent information.
Ensure the implementation of the TIP/STIP and the adoption of the improvement programs and supports the plan amendment process. Ensure timely and accurate data entry/ maintenance of the TIP/STIP databases.
Coordinate with specialty groups and external stakeholders to ensure project funding applications for transportation projects and activities are completed.
Manage the CDOT’s Transportation Alternatives Program (or other programs) which includes development of the application, solicitation of projects from local agencies, TPR/MPOs and public and private organizations.
Coordinate project selection process and notifies selected project sponsors as necessary.
Represent CDOT with technical committees, public and private groups and organizations.
Supervise at least three full-time employees. Develop yearly performance plans and employee evaluations. Approve timesheets, employee reimbursements, and leave requests.

Primarily 8:00 am – 5:00 pm work hours, Monday-Friday, some opportunity for a flex schedule
Opportunity to work from home 1-2 days a week after training is completed
Frequent travel during the workday (1-2x a week) for meetings throughout SE Colorado
Occasional public and night meetings
Occasional overnight travel 1-3 times a year throughout Colorado
Required to operate CDOT vehicles
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
A bachelor’s degree from an accredited college or university in: Accounting, Business Administration, Communications, Engineering, English, Environmental Sciences, Finance, Geography, History, Planning, Public Administration, Sociology, or a similar relevant degree.
AND at least four (4) years of full-time professional work experience in urban, city, regional, rural, transportation, transit planning, and/or NEPA management process.
Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required bachelor’s degree but not for the specific experience.
A graduate degree in Accounting, Business Administration, Finance, Planning, or Public Administration will substitute for the undergraduate degree and the required professional experience on a year-for-year basis.
