The Bay-Lake Regional Planning Commission aims to enhance their existing planning tools for the Sheboygan Metropolitan Planning Area (MPA), specifically focusing on improving bicycle and pedestrian networks. Bay- Lake RPC is seeking a qualified consultant to complete a bicycle level of traffic stress analysis for the Sheboygan MPA (see attachment 1 for a map of the planning area contained in Link to RFP below). The consultant will also prepare GIS files to allow commission staff to use the Network Analysis extension for ArcGIS Pro v.2.9 using the level of traffic stress rating for transportation networks within the planning area.
The goal of this project is to identify areas where improvements in existing bicycle infrastructure are needed to create a more bike-friendly environment. This analysis will help prioritize investments and guide the development of bicycle networks that promote safe and comfortable cycling conditions for all riders. Although most parts of the Sheboygan MPA already have a comprehensive bicycle network, there have been challenges with bicycle and pedestrian accessibility in certain neighborhoods and navigating between destinations within the area.
