Notice is hereby given that the Rapides Area Planning Commission is requesting qualification
statements for the following:
Grant Writing & Grant Administration for Urban, Regional, and Tribal Transportation Planning and Rural Transit Planning and Operations
RAPC seeks project partners who have experience with grant writing and grant administration related to urban, regional, and tribal transportation planning as well as rural transit planning and operations. Selected project partners would provide guidance and assistance to our Chief Transportation Officer and planning staff by
1. Identifying appropriate upcoming one-time and/or annual funding opportunities through the Investment in Infrastructure and Jobs Act or other relevant opportunities that are appropriate for our agency;
2. Assisting in the development and submission of applications for the selected grant opportunities; and
3. Assisting in the implementation of awarded submissions.
RAPC will have multiple staff dedicated to these endeavors that have experience in transportation planning and transit operations; however, we will need variable degrees of assistance based on selected pursuits and our staff’s relative capacity and availability. The scope of work for this notice consists solely of the three points listed above while specific scopes will be developed and negotiated per specific opportunities pursued. Contract services are expected to commence approximately 8-12 weeks from the date of this notice and will be completed in accordance with each specific, selected pursuit. These will be negotiated contracts. All interested firms are invited to submit their qualifications.
RAPC Notices to Proceed are predicated upon funding authorizations. Interested firms shall furnish sufficient technical and supervisory personnel to ensure quality and expeditious completion of the work. Firms with demonstrated success in developing winning applications relative to our type of agency and region are preferred. Socially and economically disadvantaged firms are encouraged to submit qualifications for undertaking the above-mentioned work. Qualification statements are to be submitted on the MPO Standard Submittal Form which is available on our website with this RFQ.
Additionally, we are requesting that each qualification statement be supplemented with a document containing up to five grant application recommendations directly applicable to RAPC functions that demonstrate not only the firm’s ability to pursue/win but also the firm’s understanding of our agency, services, and region.
Submit your statement of qualifications and supplemental document on a USB Flash Drive as two separate PDF files along with one hard (paper) copy of the each. Experience, both firm and individual; past performance on similar projects; the contents of the supplemental document; and current workload will be the significant evaluation factors which will be used in selecting a firm or firms. Failure to submit all information required on the MPO Standard Submittal Form for the prime and each sub-consultant will constitute a non-response.
Letters of interest and qualification statements are to be identified by Project Title and are to be submitted prior to the 12:00 noon deadline on Friday, November 30, 2023 by hand or mail addressed as follows:
