The Capital District Transportation Committee (CDTC) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming in Albany, Rensselaer, Saratoga and Schenectady Counties (with the exception of the Town of Moreau and the Village of South Glens Falls). CDTC, on behalf of the 14 Metropolitan Planning Organizations, as well as transit agencies, in New York State, seeks proposals to undertake an assessment of transit mobility planning and analysis tools and conduct up to four pilot studies to test applying the tools to ongoing transit mobility planning studies. The results of the pilots will guide a potential broader use of these tools by entities conducting transit mobility planning in New York State.
Examples of statewide and regional analyses using common statewide data could include:
- Accessibility of transit services to jobs, population, medical/education institutions, and
other services, including those deemed essential during the current pandemic by New
- Ridership demand forecasting and revenue projections
- Operational scenario planning:
o Route, frequency, and transfer analysis
o Stop consolidation
o Detour impact analysis
o On-time performance analysis
o Park and ride and transit center/ mobility hub market analysis
o Last mile connection analysis
o Title VI analysis
The Study has a fixed budget of $433,590 for consultant services. CDTC will administer the consultant contract with guidance from a project steering committee consisting of membership from MPOs, NYSDOT, transit operators of varying sizes, and others. The project will be completed within 19-30 calendar months from the date of contract execution.
