The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified CONTRACTORS for the FY 2022 Lone Tree Corridor Planning and Environmental Linkages (PEL) Study. The purpose of this PEL project is to provide direction to MetroPlan staff and member agencies about potential environmental impacts and mitigations so to allow for timely development of the future roadway expansion along South Lone Tree Road.
MetroPlan is seeking the identification of environmental, community, and economic opportunities and challenges, and the scoping of a conceptual alternative to assure the largest potential footprint of this section of roadway can be cleared and approved through the subsequent NEPA process. The primary work products will lead to a conceptual footprint for the expansion of Lone Tree Road (from J.W. Powell Blvd. to Zuni Dr.) and a Planning and Environmental Linkages (PEL) Checklist and Questionnaire.
The goal of the PEL project is to provide preliminary identification of environmental impacts and environmental mitigation. This project will NOT provide roadway design(s) alternatives; however, it will identify and establish the largest probable footprint which will inform the future design of this section of roadway. The environmental constraints will be considered during future transportation planning and design phases, which will be led by the City of Flagstaff.
This project will also provide MetroPlan, the City of Flagstaff, ADOT, and FHWA guidance in establishing future environmental studies required to meet the National Environmental Policy Act (NEPA) of 1969.
