The Dover/Kent County Metropolitan Planning Organization (D/KC MPO) is a not for profit agency designated to coordinate transportation planning and programming in Kent County, Delaware. The D/KC MPO is seeking a highly motivated professional with executive level managerial experience to fill the position of Executive Director for the MPO. Working at the pleasure of the six (6) member MPO Council, the Executive Director manages/supervises the daily operations of the MPO while ensuring compliance with Delaware Department of Transportation (DelDOT) and Federal Highway Administration (FHWA) directives and oversight requirements. Specific tasks include, but are not limited to, preparation and management of the annual budget, supervision of three full-time and two part-time employees, and the human resources activities associated therewith, facilities management, contract negotiation and administration, grant management and ensuring that the annual Unified Planning Work Program (UPWP) is implemented.
The D/KC MPO Council is seeking an exceptional leader with an unflappable presence and the ability to respond to the region’s challenges both strategically and tactically. The ideal candidate possesses strong analytical skills, sound decision-making abilities and respected business practices. Given the issues and priorities facing the D/KC MPO, the next Executive Director must possess a strong understanding of transportation funding; contract requirements; and regional transportation and land use planning principles associated with demographics, air quality, economic development, environmental and natural resource protection, and environmental justice issues facing urban, suburban, and rural areas.
Job qualifications, education, experience, training, and knowledge include a Bachelor’s degree (Master’s degree is preferred) in transportation planning, urban or regional planning, engineering, or public administration. A minimum of ten years’ experience directing an organization with previous transportation planning experience. American Institute of Certified Planners (AICP) certification or registration as a Professional Engineer (PE) is preferred. Preference will be given to full time staff experience in transportation planning with an MPO, COG, local government or state or federal agency involved in metropolitan planning. Required knowledge, skills and abilities to include a demonstrated ability to manage an office; supervise and motivate staff; excellent communication and presentation skills; proven budgeting and financial management skills; proficiency in Microsoft Office and related applications and knowledge of the principles and practices of transportation planning, management and administration, budget processes and analysis, and implementation of public policy.
