Salary: The starting salary range is $97,000 – $103,000 annually, DOE, with full benefits.

THE POSITION:
PSRC is seeking a Senior Planner to join the Growth Management planning team within the Planning Department. This position will have a key role in implementing VISION 2050, the region’s long-range growth plan, and coordinating plans across 86 cities and counties in the region.
The position will implement the Regional Centers Framework, a central element to the region’s growth strategy, which focuses on planning for mixed-use downtowns and manufacturing/industrial areas. This position will also support review and certification of local comprehensive plans for consistency with state law and VISION 2050. The position will provide research and analysis of regional policy topics, prepare reports, and make presentations to the Growth Management Policy, PSRC’s advisory committees, other stakeholder groups and the public. The position will also coordinate across PSRC departments and with city, county, state, and other agency staff, and will be responsible for engaging the public and community groups and representing PSRC at regional meetings, conferences and events.
An ideal candidate for this position will have enthusiasm for regional and local planning, strong analytic and communications skills, and familiarity with growth management and transportation planning. The position will be responsible for quantitative and qualitative planning and policy analyses, including growth allocations and strategies. The position will have an important role in implementing regional priorities and supporting local planning, including transit-oriented development, housing affordability, and racial equity.
THE CANDIDATE:
The ideal candidate will have:
• Experience researching, writing, and presenting information about regional and local planning.
• Knowledge of current public policy, planning strategies and legislation related to regional transportation and growth planning issues, including implementation of the Washington State Growth Management Act.
• Ability to clearly and tactfully communicate with diverse stakeholders, including verbally and in writing.
• Experience managing complex planning projects.
• Experience representing an agency at meetings and providing technical expertise on planning issues to the public and member agencies. Experience communicating the impact of specific plans to local agencies, community groups, businesses, and others.
• Experience implementing or developing technical assistance, training, and guidance.
• Experience providing policy support to committees, boards, councils, or other advisory or decision-making bodies.
• Desire to serve the public, collaborate with other agencies and departments, and work closely with other planning team members.
• Familiarity with methods for collecting, analyzing, and summarizing data for planning and policy-related research.
• Experience with GIS mapping, graphic presentation, and other data tools is desirable.
• Ability to perform other related duties as assigned.
EXPERIENCE AND EDUCATION:
Typical ways in which incumbents acquire the necessary knowledge, skills, and abilities include:
• Bachelor’s degree in planning, public administration, social science, or related field. Master’s degree and AICP certification preferred.
• Four years increasingly responsible experience in urban planning and/or public administration.
• Or, any combination of lived and educational experience that would provide the applicant with the desired skills, knowledge, and abilities required to perform the job.
Experience refers to paid and unpaid experience, including volunteer work done through National Service
programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious,
spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, volunteer or paid.
