RFP Description
Baltimore Metropolitan Council (BMC) is soliciting proposals from a qualified and experienced consultant, or consultant team, to provide professional services for the TOD Financing & Funding and Structural Barrier Analysis. The project seeks to evaluate the funding and financing tools currently available to support TOD implementation, assess how effectively those tools function in practice, identify structural barriers that limit their use, examine innovative funding and financing approaches employed in peer regions throughout the United States, and recommend improvements to existing tools as well as new funding and financing opportunities that could strengthen TOD implementation in Maryland.
Proposals must be received by BMC no later than October 8, 2026, by 2:00 p.m.
