Position Description
The City of Wilmington is seeking a passionate and innovative Transportation and Mobility Planner to join our dynamic team. As a Transportation & Mobility Planner, you’ll play a key role in:
- Advancing Vision Zero goals by developing and implementing strategies to create safer streets and equitable, multi-modal transportation options for everyone.
- Designing the future of movement through short- and long-term plans for multi-modal transportation, neighborhood traffic management, and infrastructure improvements.
- Collaborating across the city with departments, partner agencies, and community stakeholders to deliver projects that make Wilmington safer, more accessible, and more sustainable.
- Leading with expertise by developing, interpreting and applying plans, ordinances, and policies; coordinating grant applications; and managing transportation grants.
- Engaging the community by organizing public meetings and outreach events and responding to inquiries from residents and partner agencies.
- Telling the story with data by preparing and presenting clear recommendations, reports, and visuals to decision-makers and the public.
- Shaping policy and standards to keep Wilmington moving forward while embedding safety as a top priority.

Note: We offer a competitive sign-on bonus. Flexible or alternative work arrangements may be available depending on the City’s operational needs.
Qualifications
Education & Experience
- Master’s degree in planning, transportation planning, urban studies, public administration, geography, landscape architecture, transportation engineering, or a related field with at least three (3) years of transportation planning experience; or a Bachelor’s degree in a related field with at least five (5) years of transportation planning experience.
- Demonstrated experience in grant coordination and administration.
Certifications & Other Requirements
- Possession of an American Institute of Certified Planners (AICP), Professional Transportation Planner (PTP), or an equivalent certification – or the ability to obtain one within two years of hire.
- Valid Class C Driver’s License.

- Policy development integrating mobility, land use, and equitable transportation components

- Transportation funding programs and requirements
- Grant writing techniques and budget development
- Effective report preparation and presentation
- Community engagement practices and techniques
- Data collection, travel demand forecasting, and land development practices
- Microsoft Office, Adobe Creative Suite, GIS, and internet applications

PHYSICAL DEMANDS:
Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.
WORKING CONDITIONS:
This position generally requires work in an office setting.
