Transportation Improvement Program Coordinator

East-West Gateway Council of Governments (EWG) has an opening for a Transportation Improvement Program (TIP) Coordinator. The TIP Coordinator will report directly to the Senior Manager of Planning and Programming and is responsible for overseeing the development and ongoing management of the regional TIP for East-West Gateway Council of Governments (EWG). This position supervises staff that work on TIP development and monitoring. EWG is the federally required Metropolitan Planning Organization for the eight-county St. Louis region. The TIP is a 4-year rolling list of various phases (design, right-of-way, and construction) of transportation projects that utilize federal transportation funding. The Fiscal Year 2026-2029 TIP includes more than 800 projects worth more than $5 billion for state, county, municipal, not-for-profit, and transit sponsors. The TIP Coordinator works with Illinois and Missouri state departments of transportation and project sponsors from project conception, project design, right-of-way purchasing, through bid letting and construction to ensure approved projects are successfully completed.

Essential functions include:

• Oversee the development of and the on-going management of the regional TIP. This involves working with federal, state, and local planning partner agencies, including the Missouri and Illinois Departments of Transportation, Bi-State Development, Madison Country Transit District, and local public agencies (including counties and municipalities), and processing monthly TIP project amendments.
• Coordinate with partner agencies on the annual TIP update and amendments.
• Maintain the status of projects in the TIP database.
• Provide technical and advisory assistance to local governments and transportation agencies related to transportation planning.
• Review and comment on project development activities to ensure positive outcomes, on both scope and delivery.
• Work with state and federal transportation partners to forecast available federal transportation funds by funding programs for each new call for projects.
• Administer the local transportation program project development process, including the annual call for projects, project evaluation, and prioritization processes to determine which projects will receive federal funding. This includes projects funded through the Surface Transportation Block Grant Program, Transportation Alternatives Program, Congestion Mitigation and Air Quality Improvement Program, and Carbon Reduction Program.
• Work with planning partners and other EWG staff on air quality conformity and roadway functional classification processes.
• Coordinate with the Project Delivery Coordinator to administer the project delivery process for the local program (i.e., project tracking) and reassess process for improvements.
• Prepare financial summaries, monitor funding of programs, and reports and summaries, including the Annual Listing of Obligated Projects.
• Prepare and present information to the EWG Board of Directors, EWG committees, outside agencies, and the public.
• Coordinate with EWG Communications and Engagement staff on TIP public comment period and communicate information about the TIP to the public.

Knowledge, Skills, and Abilities:

• Knowledge of regional transportation policies, principles, practices, and associated federal and state metropolitan planning requirements.
• Strong verbal communication skills and the ability to present to large and small groups.
• Strong writing skills with the ability to convey technical information to the general public.
• Ability to exercise good judgement.
• Ability to independently set workload priorities and work with demanding and competing deadlines.
• Ability to analyze large amounts of data, define problems, identify solutions, develop implementation strategies, and evaluate outcomes.
• Strong ability to develop reports, memos, letters, and other technical documents.
• Proficient in the use of MS Office suite (specifically Word, Excel, and PowerPoint).
• Experience with database management is preferred.
• Ability to supervise personnel.

A bachelor’s degree in planning or engineering, or a directly related field, and at least five years of directly related experience is required. A master’s degree in planning or engineering, or in a directly related field, may be substituted for one year of experience.

The salary range for this position begins at $78,477 annually, with actual starting salary based on background and experience.
