RFP Description
The North Carolina (NC) Capital Area Metropolitan Planning Organization (MPO) is seeking an industry expert (“Proposer”) to conduct a review of the MPO’s organizational structure and workforce to determine and recommend appropriate roles, staffing levels, and competencies needed to support the MPO’s strategic mission. Efforts would involve the review and recommendation of organizational structure and its classification and compensation model. The resulting plans and programs should ensure that the MPO has the appropriate structure and resources in place to meet the needs of its strategic mission and be positioned competitively in the marketplace to support the attraction and retention of a highly qualified work force. Consulting services are sought for the following components:
1. Conduct a compensation study of the MPO’s positions and identify pay adjustments necessary based on labor market, internal equity and compression avoidance.
2. Review current classification of positions ensuring market competitiveness and internal equity.
