Eastern Wake Traffic Signal System Integration Study
Posting Date
12/05/2025
RFP Description
The Capital Area Metropolitan Planning Organization (CAMPO), in partnership with the City of Raleigh, NCDOT, and eastern Wake County jurisdictions (the towns of Garner, Knightdale, Wake Forest, and Rolesville), is soliciting proposals for the Eastern Wake Traffic Signal System Integration Study. This study builds upon CAMPO’s previous Intelligent Transportation Systems (ITS) and Traffic Systems Management and Operations (TSM&O) initiatives. The purpose is to evaluate feasibility, provide technical guidance, and outline implementation steps for integrating traffic signal systems across jurisdictional boundaries while aligning with Raleigh’s Advanced Traffic Management System (ATMS) standards.
The expected outcomes of the study include the development of a tailored integration guidebook for Raleigh and its eastern municipal partners, drawing on national best practices and lessons learned from the Western Wake Study to support future expansion of the region’s Advanced Traffic Management System. A comprehensive infrastructure evaluation will be conducted to map existing and planned signal systems, clarify ownership and maintenance responsibilities, and assess the need for additional traffic management centers. The study will also review funding opportunities, analyzing current ITS TIP projects and identifying local, state, federal, and partnership-based sources to support implementation. Peer reviews of national signal system integrations will be performed to highlight best practices applicable to eastern Wake County. In addition, draft agreements and template language will be prepared to guide data-sharing, maintenance responsibilities, system access, and liability frameworks. Regular coordination will be maintained with a Technical Steering Committee composed of CAMPO, NCDOT, Raleigh, Garner, Knightdale, Wake Forest, and Rolesville, while targeted stakeholder outreach will be undertaken to build consensus, gather input, and encourage participation in the regional integration effort.
The consultant is expected to provide recommendations and final deliverables to the client and deliver final project presentations to local governing boards no later than anticipated completion date of June 30, 2027. Completed Proposals are due no later than 3:00 p.m. on Friday, January 9, 2026, with a Notice to Proceed anticipated to be issued in late February 2026.
