RFP Description
The purpose of this project is to harness the transformative potential of high-capacity transit investment to accelerate redevelopment along Charleston Blvd, one of the most critical corridors in the City of Las Vegas. It will build upon the synergistic goals of the City of Las Vegas, Regional Transportation Commission of Southern Nevada (RTC), community members, and related planning efforts, particularly the RTC Charleston Blvd Alternatives Analysis and the City of Las Vegas Charleston Area Plan.
This comprehensive, 18-month planning initiative will produce an implementation-ready roadmap for transit-oriented development (TOD) along the three-mile portion of Charleston Blvd between Valley View Blvd and Rainbow Blvd.
The study will include a detailed analysis of existing conditions, a market readiness and gap analysis, and a robust public engagement process with a focus on property owners, developers, and historically underrepresented communities. It will also evaluate public and private investment scenarios, identify priority infrastructure and development opportunities, and compile best practices tailored to the corridor. The final plan will include visualizations, measurable outcomes, and actionable strategies to guide affordable housing production, active transportation improvements, and coordinated redevelopment efforts that support future high-capacity transit service.
