Senior Transportation Planner – GIS Specialist
Location: Albany, NY

FLSA Status: Exempt
Salary: $80,000 to $95,000

Description
The Capital Region Transportation Council (Transportation Council) is the Metropolitan Planning Organization (MPO) for New York’s Capital Region based in Albany, New York. The Transportation Council works with Federal, State, regional, and local government partners to plan for and implement a safe, resilient, and modern transportation system. Our work informs multi-million dollar transportation investment decisions and supports the implementation of In Motion: The Plan to 2050, the region’s Metropolitan Transportation Plan.
We are seeking a Senior Transportation Planner that specializes in Geographic Information Systems (GIS), data management, and data analysis to support regional transportation planning initiatives. The planner must be able to provide technical assistance and support to GIS users including data maintenance procedures, software support, and map product generation. Senior Transportation Planners receive a variety of assignments which require the application of the full range of GIS principles, methods and techniques. The Senior Transportation Planner will be supervised by the Executive Director and the Director of GIS/Data Services.
The nature of the work requires the planner to establish and maintain effective working relationships with the assigned supervisor, Transportation Council employees, contractors, state, regional, and local government employees, vendors, and the public. Ideal candidates are self-starters, detail oriented, have excellent writing and communication skills, and can manage multiple tasks concurrently with a minimal amount of supervision.
Job Responsibilities
- Create, maintain, and organize GIS data, project files, and ArcGIS Online content.
- Support the management and maintenance of GIS software, hardware, and databases.
- Support the management of ArcGIS Online accounts and services.
- Provide technical transportation planning assistance to municipalities.
- Respond to GIS and other transportation related data requests.
- Assist with the management of a regional household travel survey.
- Support the management of a data collection contractor.
- Assist in the development and maintenance of major Transportation Council products including the capital program known as the Transportation Improvement Program (TIP).
- Assist with the management of consultant led planning activities including developing Requests for Proposals, Requests for Expressions of Interest, reviewing consultant proposals, and reviewing consultant developed products.
- Prepare and review planning documents including text, tables, and graphs.
- Provide GIS support for and become familiar with the use of the PTV Visum regional travel demand model software.
Required Skills and Experience
- Advanced experience with Esri ArcGIS Pro.
- Advanced experience with Esri ArcGIS Online applications, specifically: Map Viewer, ArcGIS StoryMaps, ArcGIS Experience Builder, ArcGIS Instant Apps, and ArcGIS Dashboards.
- Experience with ArcGIS Hub, ArcGIS Mobile/Field Apps, ArcGIS Network Analyst, and ArcGIS Spatial Analyst, is a plus.
- Experience in automating mapping, GIS modeling, or geographic analysis processes using Python, R, or similar programming languages and/or statistical analysis is a plus.
- Advanced knowledge of database design and database management, including compiling, importing, reviewing, editing, and performing QA/QC on geospatial datasets.
- Experience with mapping grade GPS field and office software and units and/or tablets is a plus.
- Adept at document composition, design aesthetics, and map design.
- Effective analysis of spatial information and communicating that information to others.
- Strong research, report writing, and presentation skills.
- Strong organizational and time management skills.
- Ability to manage multiple tasks simultaneously.
- Ability to establish and maintain effective working relationships with internal and external stakeholders.
Minimum Qualifications
- Five (5) years of professional experience with a Master’s degree in geographic information science, geospatial science, geography, urban and regional planning, civil or transportation engineering, transportation planning, or a closely related degree field; OR
- Seven (7) years of professional experience with a Bachelor’s degree in geographic information science, geospatial science, geography, urban and regional planning, civil or transportation engineering, transportation planning, or a closely related degree field or a closely related degree field; OR
- An equivalent combination of training and experience as defined above.
