The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming within the metropolitan area that includes Albany, Rensselaer, Saratoga, and Schenectady Counties, except the Town of Moreau and the Village of South Glens Falls. The Transportation Council is requesting proposals (RFP) from qualified firms or individuals to undertake the Greater Capital Region Household Travel Survey.
The purpose of the Greater Capital Region Household Travel Survey is to collect critical travel behavior data for the Counties of Albany, Montgomery, Rensselaer, Saratoga (including the Town of Moreau and the Village of South Glens Falls), Schenectady, Warren and Washington Counties. This survey will inform transportation planning efforts including updates to the Systematic Transportation Evaluation and Planning (STEP) Model. The STEP Model is the Transportation Council’s travel demand model for estimating and projecting traffic flows in the Capital Region. The model is used to evaluate the effects of real estate development, transportation projects, and other changes upon travel demand in the region.
The survey is being funded through the Transportation Council’s 2026-2027 Unified Planning Work Program and 2025-2030 Transportation Improvement Program and supports implementation of the Metropolitan Transportation Plan, In Motion: The Plan to 2050.
The Greater Capital Region Household Travel Survey has a fixed budget of $1,000,000 for consultant services. The Transportation Council will administer the consultant contract under joint management with the Adirondack/Glens Falls Transportation Council (A/GFTC). The Transportation Council and A/GFTC would like to see this study completed within twelve (12) months of the date of contract execution.
